Roy Parmenter, an FBI agent based in San Diego, lost his partner two decades ago to a Soviet spy known as Scuba, who remains at large. Scuba is currently attempting to blackmail the Soviets by eliminating their agents one by one, including those undercover sleeper agents awaiting commands. During a routine investigation, Roy interviews a high school student named Jeff Grant who is applying to the Air Force Academy. To his surprise, Roy uncovers that Jeff's parents are sleeper agents. Now, Roy must determine if Jeff is also involved in espionage, confront the parents without jeopardizing their safety, and capture his long-time adversary. In the midst of this, the Soviets have dispatched their own spy-catcher, Karpov, to track down Scuba. Loyalties become uncertain as a dangerous game of cat and mouse unfolds.
